Parliament's new anti-paper-leak law raises the punishment after this year's NEET leak. The sentence handles the aftermath; what actually stops the next leak is the technology a government task force is now being asked to specify.
The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, cleared both Houses of Parliament in late July, Cabinet approval on the 24th, Lok Sabha passage on the 29th. It raises the ceiling sharply: up to 10 years in prison for organised paper-leak rackets and impersonation syndicates, fines up to ₹10 crore on service providers and institutions found complicit, and a mandate for every state to stand up fast-track courts for these cases. It followed the cancellation and re-conduct of NEET-UG 2026 after an alleged leak, and the exit of the education minister in the fallout. Legislatively, this is the government's answer to what happens after a leak. It is not, by itself, an answer to how you stop one.
That second question now sits with a different body. In the same weeks the bill moved through Parliament, the Prime Minister set up a six-member task force led by Nandan Nilekani, the architect of Aadhaar, alongside a former ISRO chairman, a former Intelligence Bureau director, an IIT Madras director, a former Union education secretary, and a logistics expert. Its brief is explicitly technology-first: candidate verification, question-paper security, examination logistics, and impersonation detection, exactly the ground a tougher sentence cannot cover on its own.
Other countries have already answered this with infrastructure, not just law. China's gaokao halls run facial recognition to catch surrogate test-takers and AI-monitored cameras that flag whispering or repeated glances, while telecom providers cut signal strength near exam centres on test day. South Korea polices its CSAT with confiscated phones at the door, a stock market that opens an hour late, and free police escorts for students running behind, treating exam day itself as a security operation. Elsewhere, computerised adaptive testing, already used to deliver certification exams securely worldwide, replaces a single leak-able paper with a question pool too large and too individualised to steal in advance. The common thread: the exam becomes something a system verifies at every step, not a document that has to survive intact from a press to a hall.
India already has pieces of this inside institutional systems, encrypted paper release, QR-coded answer scripts, biometric attendance, a full digital audit trail, that examination bodies have been slower to adopt at national scale than individual campuses already have. The new law sets the penalty for getting caught. Whether the next NEET-sized failure happens again depends on whether Nilekani's task force, and the agencies that answer to it, take on the harder job: building a system with nothing left to leak.
