It has now cleared the Union Cabinet. The idea has moved from if to when, and that shift alone should change how seriously an institution treats it.
What the bill asks of institutions has not changed with the approval; what changed is the odds and the clock. A unified regulator means one window, one data standard, one version of an institution's numbers that has to hold across approval, accreditation and funding at once. The three-body era quietly allowed a college to tell slightly different stories to slightly different regulators. A single regulator collapses that slack: the faculty count, the enrolment, the infrastructure, the outcomes all become one record, queried many ways.
So the right preparation is not to wait for the final rules and then react. It is to get the institution's own data into one coherent, defensible state now — while the transition is still ahead rather than underway. The colleges that read the earlier proposal as a reason to consolidate their records will meet the new regulator with answers; the ones that waited for certainty will meet it with a reconciliation project.
