Moving Beyond Overlapping Jurisdictions. At present, higher education in India is governed by multiple regulatory bodies such as the University Grants Commission (UGC), All India Council for Technical Education (AICTE), National Council for Teacher Education (NCTE), and the Council of Architecture. While each was established with a specific mandate, their overlapping jurisdictions have often resulted in contradictory regulations, procedural delays, and constraints on innovation — particularly for institutions aiming to offer multidisciplinary programs.
VBSA is envisioned as an apex umbrella body to resolve these structural challenges through three clearly defined verticals. A Regulatory Council responsible for regulation and compliance through a single, streamlined framework. An Accreditation Council focused exclusively on assessment and accreditation across disciplines. And a Standards Council dedicated to setting and maintaining academic and professional standards. This functional separation addresses long-standing conflicts of interest that arise when regulation, accreditation, and standard-setting are handled by the same authority.
A Student-Centric Revolution. One of the most transformative aspects of the VBSA framework is its strong emphasis on student welfare and learning outcomes. Mandatory grievance redressal mechanisms will be required at all institutions, addressing student concerns including stress and mental well-being. Student feedback on teaching quality, infrastructure, and support systems will directly influence institutional rankings and accreditation outcomes. The focus shifts from enrolment-driven metrics to meaningful learning outcomes, ensuring graduates emerge as critical thinkers, problem solvers, and responsible citizens.
Empowering Institutions through "Light but Tight" Regulation. VBSA promotes a regulatory philosophy that is simplified yet robust, enabling institutions to function with greater autonomy while ensuring accountability. Institutions will submit all academic, administrative, financial, and infrastructure-related data through a unified digital portal, eliminating repetitive reporting to multiple agencies. Disclosed data will be accessible to the public, fostering transparency and informed decision-making. Faculty and academic programs across disciplines — whether in engineering, humanities, or sciences — will be governed by uniform and simplified regulations.
Funding and Research: A Streamlined Path. VBSA also introduces significant reforms in funding and research governance. For central universities, funds related to salaries, pensions, and maintenance will be transferred directly to institutions, reducing delays and administrative bottlenecks. Research funding will be streamlined under the Anusandhan National Research Foundation (ANRF), which will allocate grants based on competitive, merit-based, and project-oriented evaluations aligned with national priorities.
Addressing the Critics: Collaborative Governance. Concerns around over-centralization are addressed through a governance structure that emphasizes inclusivity and collaboration. Representation from state governments and state universities will be ensured across councils through a rotational mechanism. Leadership positions within VBSA councils will be held by eminent academicians with substantial teaching and administrative experience.
